No rehabilitation assistance herein shall be provided unless it is: In support of the rehabilitation of private properties; An activity permitted to be conducted in support of the rehabilitation of private properties as provided in Part 570 of Title 24 of the Code of Federal Regulations, as amended from time to time; An approved activity in the County's triennial Community Development Plan and annual Community Development Program adopted pursuant to the provisions of Subtitle 15A of this Code.
