All sanctions, civil penalties, and criminal penalties as outlined in COMAR 10.07.14.48-10.07.14.50 will remain under the authority of the Secretary. All variance requests dealing with levels of care will remain under the authority of the Secretary. All certification training for medication management shall remain under the authority of the Secretary.
