The Department shall promulgate such regulations necessary to implement the requirements of the division by January 1, 2014 and may amend them as needed pursuant to the County Code. The Department may partner with or assign its right of first refusal by written agreement to a non-profit, governmental agency, tenant organization, or other third-party entity, to acquire or finance the purchase of rental housing under this division.
