A Group Residential Facility certificate shall be issued for a Group Residential Facility that is, or promises to be, effective in terms of achieving the objectives of its program statement. In determining the effectiveness of a Group Residential Facility program, consideration shall be given but not limited to: Actual operations as compared with the current program statement; Administrative changes since the preceding certification issuance; Program or facilities changes since the preceding certification; Program or facilities changes proposed; Conformity with any conditions required at the time of the preceding certification; Interactions with the neighborhood, including neighborhood support or opposition; Evidence of the extent to which the public purposes cited in the program statement as justification were achieved; and Evidence of managerial and financial soundness.
