Upon the death, resignation, removal or expiration of the term of any County Executive, an audit shall be made of the accounts maintained by the County Executive. If, as a result of any audit, a County Executive shall be found to be indebted to the County, the County Council shall proceed forthwith to collect the indebtedness.
