(a)
The County agency known as Citizens Against Rural Poverty (CARP) shall be included within the Division of Housing and Community Development, with the overall responsibility for administration of Citizens Against Rural Poverty (CARP) vesting in the Department of Human Resources and Community Development.
(b)
Program administration for the agency known as Citizens Against Rural Poverty (CARP) shall be assumed by the County Government so as to most efficiently provide needed services to the rural areas of the County and to assist the rural poor in all ways possible.
