(a)
The provisions of this Division shall apply to all County government agencies that constitute a covered entity as defined by Section 2-513(b) of the County Code and a covered entity with major public contact as defined by Section 2-513(c) of the County Code. Any and all contracting requirements under this Division shall be prospective and shall not impair or extinguish current and existing contracts made by the County.
