Upon receipt and approval of the final reports, if required by Section 32-147, and upon determining that all permitted work has been satisfactorily completed in conformance with this Subtitle, the Director will issue a certification of completion, the same being prerequisite to the return of the cash deposit or release of bond in whole or part pursuant to Section 32-135.
