The Board shall prepare an annual report of its activities to be presented to the County Executive and the County Council. The Board shall prepare and submit its recommendations for implementing legislation, requirements for budget appropriations and personnel authorization, and recommendations for policy guidelines, operational standards, and criteria to the County Executive and the County Council for approval.
