The Mayor and the City Council may:
(1)
constitute the Board of License Commissioners for the City; or
(2)
delegate all or part of the authority to regulate license holders to a subsidiary board that the Mayor and City Council establish.

(a)
The Mayor and City Council of the City may adopt regulations that in their judgment give the City more effective control of each licensed establishment.
(b)
The regulations:
(1)
may be added to or substituted for provisions of this article; but
(2)
may not be inconsistent with those provisions.
