This section applies to an owner, an operator, or a manager of any premises open to the public or of a place of public accommodation where: a form of entertainment is provided from 2 a.m. to 6 a.m. on any day; and alcoholic beverages are consumed at any hour of the day. A person specified under subsection (a) of this section shall: register with the fire department and the Department of Housing and Community Development; and comply with all federal, State, and City building, fire, health, and zoning laws.
