The following license holders are exempt from paying an issuing fee for a new license: a corporation holding a license that has a 50% or less change of its corporate officers; a nonprofit corporation, fraternal and civic organization, or group holding a license, regardless of the percent of change of its corporate officers; and a subsequent license holder of a license of a deceased license holder if the subsequent license holder is the spouse or sibling of the deceased license holder.
