(a)
The Hearing Board shall:
(1)
propose regulations to enable it to carry out its duties, including the issuance of licenses; and
(2)
submit the proposed regulations to the Board of License Commissioners for approval.
(b)
The Board of License Commissioners may adopt regulations to carry out this article.
