In addition to the regular members of the Board, the Governor shall appoint a substitute Board member. The term of the substitute member is 4 years. The substitute member: shall serve on the Board in the absence of a quorum of the regular members due to illness or conflict of interest; and has all of the powers and duties of a regular member when serving on the Board.
