The Comptroller periodically shall collect or cause to be collected and cause to be analyzed samples of all motor fuel that is: subject to regulation under this title; and stored and offered for sale in the State. The Comptroller shall conduct inspections as provided in a memorandum of understanding on behalf of and in coordination with other agencies when collecting motor fuel samples under this section.
