An applicant for a license to act as a manufacturer shall maintain an established place of business for the manufacture and storage of cigarettes. An applicant for a license to act as a storage warehouse shall maintain an established place of business for the storage of unstamped cigarettes. An applicant for a license to act as a subwholesaler shall maintain: an established place of business, including warehouse facilities, for the sale of cigarettes; and necessary equipment and vehicles for the storage and distribution of cigarettes. An applicant for a license to act as a vending machine operator shall maintain an established place of business, including warehouse facilities, for the purchase, storage, and distribution of cigarettes. An applicant for a license to act as a wholesaler shall maintain: an established place of business, including warehouse facilities, for the sale of cigarettes; and necessary equipment and vehicles for the storage and distribution of cigarettes.
