On or before September 30 of each year, the Public Defender shall submit a report to: the Board of Trustees; the Governor; and in accordance with § 2–1257 of the State Government Article, the General Assembly. The report shall include: pertinent data about the operations of the Office, including projected needs, a breakdown of the number and type of cases handled, and relative dispositions; and recommendations for statutory changes, including changes in the criminal law or Maryland Rules to control crime and improve the criminal justice system.
