A holder of a wholesaler’s license may not sell a tip jar packet to a person who does not have a tip jar license. Before selling a tip jar packet, a holder of a wholesaler’s license shall: obtain a gaming sticker from the agency; and affix the gaming sticker to the tip jar packet in the manner the county commissioners require.
