Except to the extent rights granted by this subtitle are restricted by resolution passed before the issuance of the bonds or by the trust agreement, a holder of a bond issued under this subtitle or a trustee under a trust agreement may sue to: protect and enforce rights under the laws of the State, the resolution, or the trust agreement; and enforce and compel performance of duties by the Corporation or its officers that this subtitle, the resolution, or the trust agreement requires.
