In this subtitle the following words have the meanings indicated. “Program” means the Maryland Workforce Launch Pilot Program. “Qualified business entity” means a business entity that: does not have a physical location in the State; is in active negotiations with the Department to establish a location in the State from outside the State; and enters into an agreement with the Department to participate in the Program. “Strategic industry” means an industry sector identified by the Department in the State’s economic strategic plan.
