In awarding financial assistance under this subtitle for an energy project, the Authority shall consider whether the energy project would: reduce the consumption of petroleum and other energy sources; increase the energy supply available in the State; increase employment and economic activity in the State; use sound technology and be economically feasible; minimize harm to the environment; and make the most use of federal financial assistance programs for energy projects. The Authority shall: promote programs of financial assistance for energy projects established under this subtitle; inform consumers, the private sector, and financial institutions about these programs and actively seek their participation; develop and disseminate descriptions of its programs of financial assistance for energy projects; and serve as a clearinghouse for information on federal and State programs of financial assistance for energy projects.
