In administering the Program, the Authority may: use the services of other governmental units; contract for and accept loans and grants from the federal government, the State government, or a local government and their units; and on the terms and conditions it considers advisable: acquire, manage, operate, dispose of, or otherwise deal with property; take assignments of rentals and leases; and make contracts, leases, agreements, and arrangements that are necessary or incidental to the performance of its duties.
