(a)
(1)
The Mayor and City Council of Baltimore City may levy and collect taxes on the assessable property in Baltimore City necessary to pay all the expenses they incur for educational purposes.
(2)
These taxes shall be levied and collected as are other taxes.
(b)
The Mayor and City Council of Baltimore City may adopt ordinances:
(1)
For the protection of public school buildings and other school property; and
(2)
To punish any person who disturbs the sessions of the public schools.
