On or before September 1 each year, beginning in 2027, each county board shall submit to the Department a written report containing the number of students that require additional support to meet grade 3 literacy proficiency. The State Board may require each county board to submit additional information in the written report required under paragraph (1) of this subsection, including the mandated annual reporting information listed under the Comprehensive PreK–3 Literacy Policy adopted by the State Board. On or before November 1 each year, beginning in 2027, the Department shall compile and report the information submitted under subsection (a) of this section to the Governor, the State Board, and, in accordance with § 2–1257 of the State Government Article, the General Assembly. The report submitted under this subsection shall be made publicly available on the Department’s website. The State Board may adopt regulations to carry out this section.
