A political subdivision may enforce the sound level limits and noise control rules and regulations adopted under this title. A political subdivision that enforces a noise control standard adopted under this title or an ordinance concerning noise may: Investigate a complaint concerning noise; Institute and conduct a survey and testing program concerning noise; Test or make another determination of the source of a noise; and Assess the degree of required abatement of the noise. Each sound level limit shall be applied at the boundary of: A property; or A land use category, as determined by the responsible political subdivision.
