### Subtitle 3. Watershed Sediment and Waste Control

#### Section 4-309

Notwithstanding present planning, zoning, or subdivision controls, a permit may not be issued for grading or constructing any building, unless the grading or constructing is pursuant to any plan approved as provided in Sec. 4-308 of this subtitle.
