## Title 9. Water, Ice, and Sanitary Facilities

### Subtitle 2. Regulation by State

#### Section 9-247

(a) Any person who owns land that adjoins land for which an application to apply sewage sludge is filed, or for which a permit to apply sewage sludge is issued, has standing:

  (1) To sue the State, the applicant, or the permit holder to require compliance with this Part III, Sec. 9-269, or Sec. 9-270 of this subtitle and any permit issued under Sec. 9-236 of this subtitle; and

  (2) With respect to the sewage sludge utilization site, to intervene in:

    (i) Any civil court proceeding; and

    (ii) Any contested administrative case.

(b) Any county or municipal corporation in which there is land for which an application to apply sewage sludge is filed, or for which a permit to apply sewage sludge is issued, has standing:

  (1) To sue the applicant or the permit holder to require compliance with this Part III, Sec. 9-269, or Sec. 9-270 of this subtitle and any permit issued under Sec. 9-236 of this subtitle; and

  (2) With respect to the sewage sludge utilization site, to intervene in:

    (i) Any civil court proceeding; and

    (ii) Any contested administrative case.
