If consolidating administrative matters of service areas will not impair any bond obligation incurred by a district under this subtitle, the district may consolidate the administrative matters of service areas in accordance with this section. If the action promotes efficient operation of the service areas, a district may: Consolidate the operational, engineering, and financial functions of service areas; Allocate costs among service areas; and If this subtitle does not commit the funds for a specific purpose, combine funds of service areas.
