To qualify for a license, an applicant shall satisfy the Commissioner that: The applicant’s business will promote the convenience and advantage of the communities where the applicant will operate a licensed location offering check cashing services; and The applicant or, if the applicant is not an individual, each of the owners, officers, directors, or principals of the entity: Has sufficient experience, character, financial responsibility, and general fitness to: Command the confidence of the public; and Warrant the belief that the business will be operated lawfully, honestly, fairly, and efficiently; and Has not committed any act that would be a ground for suspension or revocation of a license under this subtitle.
