Subject to the provisions of subsection (b) of this section, the identity of any person who makes a report under § 14–302 of this subtitle shall be confidential. The identity of a person who makes a report under § 14–302 of this subtitle may be disclosed if: the person consents; the court orders the disclosure; or the disclosure occurs in accordance with § 1–201 of the Human Services Article.
