If the Board finds that there are grounds under § 11-313 of this subtitle for action, the Board shall pass an order in accordance with the Administrative Procedure Act. If the Board finds that there are no grounds under § 11-313 of this subtitle for action, the Board: Immediately shall dismiss the charges and exonerate the licensee; Shall expunge all records that relate to the charges; and May not take any further action on the charges.
