(a)
The Board shall recommend to the Secretary quality assurance guidelines for therapeutically certified optometrists and optometric care.
(b)
After considering the recommendations of the Board, the Secretary shall adopt regulations that establish standards of quality for therapeutically certified optometrists and optometric care.
