Subject to the hearing provisions of § 15–315 of this subtitle, a disciplinary panel, on the affirmative vote of a majority of a quorum, may deny a license to any applicant for:
(1)
Any of the reasons that are grounds for disciplinary action under § 15–314 of this subtitle; and
(2)
Failure to complete a criminal history records check in accordance with § 14–308.1 of this article.
