A certificate authorizes: An individual who is a program administrator to administer a residential child care program while the certificate is effective; or An individual who is a residential child and youth care practitioner to perform direct responsibilities related to activities of daily living, self–help, and socialization skills in a residential child care program while the certificate is effective.
