The Department shall establish advisory councils, boards, and committees as the Governor and the Secretary determine. The Governor and the Secretary shall determine: the size of the advisory bodies; the qualifications, method of appointment, terms, and compensation of members; the manner of removal of members; and the method of filling vacancies. The advisory units shall advise and assist the Secretary on policies, programs, and activities of the Department.
