In reviewing an application for a loan or grant, the Department shall consider: the needs of the beneficiaries of the proposed lead hazard reduction activity; the capacity of the applicant to repay a loan; the overall public benefit; the impact on the surrounding neighborhood or community; and any other factor that the Department finds relevant.
