This subsection does not apply in Montgomery County. The Department shall create or continue a local department in each county. A local department shall be referred to as the department of social services preceded by the name of the county. Except as provided in subsection (c) of this section, a local department shall have a local board and a local director appointed in accordance with this title. In Baltimore City, the local department shall have a commission of social services.

Administrative costs that a local department incurs in carrying out this subtitle and Subtitle 3 of this title shall be paid with State or federal funds as the Department prescribes. This section does not prohibit a county from appropriating additional funds for administrative costs of a local department.
