The Secretary shall: implement a FIP that meets the requirements of this subtitle and federal law; supervise the administration by local departments of the FIP under this subtitle; cooperate with the federal government in matters of mutual concern pertaining to federal funding for the FIP; and adopt regulations to carry out this subtitle.
