In cooperation with the Secretary of Budget and Management, the Secretary shall: set minimum salaries, qualifications, and standards of training and experience for the positions in the Department; and for employees who desire training in addition to in-service training and whose service records show merit, provide: educational subsidies, scholarships, and stipends; and institutes, conferences, and classes.
