On or before August 15 of each year, the Commissioner shall: prepare a list of insurers that are major insurers; compute each insurer’s market share in the State in the preceding calendar year; notify in writing each insurer that has been designated as a major insurer; and compute each insurer’s market share in Baltimore City.
