The Commissioner may adopt regulations about long-term care insurance with respect to: form and content of disclosures; terms of renewals; initial and subsequent conditions of eligibility; nonduplication of coverage provisions; preexisting conditions; renewability of coverage; continuation and conversion; probationary periods, limitation of coverage provisions, and recurrent conditions; coverage of dependents; loss ratio standards; and any other matter that the Commissioner determines is in the best interest of the public.
