Notwithstanding any other provision of this title, as to extended benefits for which the federal government wholly reimburses the State, the Secretary may not:
(1)
charge the earned rating record of an employing unit for those extended benefits; or
(2)
require an employer to make reimbursement payments for those extended benefits.
