The Secretary shall administer the Special Administrative Expense Fund. The State Treasurer shall keep the Special Administrative Expense Fund as a nonlapsing fund. Except as otherwise provided in this subtitle, money in the Special Administrative Expense Fund may not be transferred to any other fund.
