Except as provided in subsection (b) of this section, the Board of Appeals shall adopt reasonable regulations, in accordance with § 10–206 of the State Government Article, to govern appeals and hearings under this subtitle. Section 10–206(e) of the State Government Article does not apply to regulations adopted under this section.
