The Commission may conduct an investigation in the manner that the Commission finds best to: determine the substantial rights of each party; and carry out justly the spirit of this title. Except as otherwise provided in this title, the Commission is not bound by: any common law or statutory rule of evidence; or any formal or technical rule of procedure.
