This section applies to all counties except: Anne Arundel County; Baltimore City; Baltimore County; Howard County; and Prince George’s County. The governing body of a county may contract with another governmental entity for the joint or cooperative performance of any governmental function. The governing body of a county may: accept any gift or grant from the federal or State government or any unit of federal or State government; and use the gift or grant for any lawful purpose for which it was received.
