This section applies to all counties except: Anne Arundel County; Baltimore City; Baltimore County; Cecil County; Howard County; Prince George’s County; Queen Anne’s County; and Worcester County. The provisions of §§ 9–105 and 9–106 of this article apply to an act, an ordinance, or a resolution adopted by a commission county under this section. The governing body of a county may: prevent and remove nuisances; and prevent the introduction of contagious diseases into the county. The governing body of a county may approve the location for: soap manufacturing; fertilizer manufacturing; slaughterhouses; packinghouses; and any other facility that may involve conditions that are unsanitary or detrimental to health. This section does not affect: the powers and duties of the Secretary of Health; the powers and duties of the Secretary of the Environment; or any other public general law that relates to health.
