Except as provided in subsection (b) of this section, this part applies only to the following governmental entities: a county; a municipality; a public corporation or other political subdivision of the State; or an instrumentality or agency of a county, public corporation, or other political subdivision of the State. This part does not apply to a housing authority under Division II of the Housing and Community Development Article.
