The State or the Commission, as appropriate, shall hold any land acquired under this division to which it takes title: for the general benefit of the residents of the State; and especially for the benefit of the residents in the metropolitan district. Without the approval of the Commission by resolution: title to the land may not be conveyed by the State; or public use may not be terminated.
