The owner or user of a boiler or pressure vessel shall: ensure that the boiler or pressure vessel is operated, inspected, and repaired in accordance with this subtitle and regulations adopted under this subtitle; maintain a copy of inspection, maintenance, and repair records at a central location in accordance with regulations adopted under this subtitle; and make inspection, maintenance, and repair records available to the inspector required to inspect the boiler or pressure vessel.
